US delays several proposed Chinese tariffs on plastics, chems to Dec

HOUSTON (ICIS)–The US will delay the implementation of several proposed tariffs on plastic and chemical exports from China to 15 December.

Initially, the US planned to impose 10% tariffs on these and many other Chinese exports on 1 September. The proposed tariffs covered $300bn worth of goods from China.

Many of the postponed tariffs include cell phones, laptop computers, video-game consoles, some toys, computer monitors and certain types of footwear and clothing, the US Trade Representative (USTR) said.

The US will impose tariffs on these goods on 15 December.

Other items were outright removed from the proposed list, the trade representative said. The US removed those items because of concerns about health, safety national security and other factors.

It did not remove any of the tariffs that it proposed for organic chemicals, plastics, rubber or miscellaneous chemicals.

The trade representative plans to conduct an exclusion process for other products, so the US could remove some chemicals and polymers from the list during this process.

If the US goes ahead with this latest round of tariffs, then it would impose tariffs on nearly everything that it imports from China. One notable exception is made up of products made from rare-earth elements.

Such products are used as catalysts for fluid catalytic cracking (FCC) units in refineries.

The following table shows the proposed tariffs that the US will implement on 15 December for organic chemicals, miscellaneous chemicals, plastic products and rubber products.

The first column shows each items harmonised tariff schedule code. The second column shows how each item is described by the code.
