The association has in a memorandum asked the Commerce Ministry to support the Kerala government’s cash compensatory scheme offered to the small growers by allocating Rs 500 crore and to explore the possibility of safeguard duty on import of NR beyond the requirement by the industry.
The association general secretary Sibi J Monippally said the state government has so far dispersed Rs 70 crore under the cash compensatory scheme. The import of NR have touched 4.3 lakh tonnes already and may go up further up by the end of the fiscal, he added.
The association has also called for immediate implementation of Parliamentary Committee report on rubber and declaration of natural rubber policy besides earmarking a corpus of Rs 500 crore this year for new plantation in north eastern states and re-plantation in the traditional areas.
The Parliamentary Committee report on rubber has touched upon many of the points presented by the association in the report. The report has recommended estriction of imports of NR to production-consumption gag and has stressed on the regulation of imports during peak season. Further, it has suggested a revision of re-plantation subsidy, development of new clones, promotion of the commodity in non-traditional areas, correction of inverted duty structure and allocation of technology upgradation fund of Rs 500 crore for the non-tyre industry.
